The WHO Safe-Listening Standard for Venues, Explained

What the standard is

In 2022 the World Health Organization published the Global Standard for Safe Listening Venues and Events— the first international standard aimed squarely at concerts, clubs, festivals, and any venue where amplified music is the product. It is voluntary guidance, not law, but it is rapidly becoming the reference that health authorities, licensing bodies, and insurers reach for when they ask a venue: how do you manage sound exposure?

The standard’s core position is that hearing damage at entertainment venues is preventable without sacrificing the show. Loud is fine. Unmeasured, unmanaged loud is the problem.

The six features, in plain language

The standard asks venues and events to implement six things:

  • A sound-level limit of 100 dB LAeq,15min. The A-weighted average level, computed over rolling 15-minute windows, stays at or below 100 dB. This is an energy average — momentary peaks above it are expected; sustained energy above it is what the limit forbids.
  • Live monitoring by designated staff using calibrated equipment. Someone is responsible, during the show, for watching real sound levels measured by instruments whose readings can be trusted — not a phone app of unknown accuracy, and not a meter nobody looks at.
  • Optimized acoustics and sound systems, so the level the audience receives is even across the room rather than dangerously hot in front of the PA and inaudible at the back.
  • Quiet zones — spaces where attendees can give their ears a rest without leaving the event.
  • Hearing protection available to attendees, with instructions for using it.
  • Information for attendees about sound levels and safe listening.

Notice what sits at the center: measurement. Four of the six features only mean something if the venue actually knows, continuously and credibly, how loud it is.

Why 100 dB, and why 15 minutes

Sound-exposure risk is a function of level and time — every 3 dB increase roughly doubles the acoustic energy delivered to the ear, so the safe duration halves. A 15-minute averaging window is short enough to catch a set that runs hot, and long enough that a snare hit or a crowd roar doesn’t trigger false alarms. The WHO chose 100 dB LAeq,15min as the level at which a typical concert-length exposure stays within tolerable risk for most attendees — assuming the other features (quiet zones, protection) are in place.

For context, WHO’s broader Environmental Noise Guidelines recommend keeping yearly average leisure-noise exposure below 70 dB LAeq,24h — the venue standard and the environmental guideline are two ends of the same risk model: rare loud nights are manageable; chronic unmanaged exposure is not.

The health evidence behind it

The standard did not appear in a vacuum. The European Environment Agency estimates that at least one in five people in the EU live with long-term noise levels considered harmful, contributing to roughly 66,000 premature deaths and 50,000 new cardiovascular disease cases per year — figures that place noise second only to air pollution among environmental health threats in Europe. Mechanistic research (Münzel et al. 2020) links sustained noise exposure to stress-hormone release and vascular changes associated with cardiovascular disease, with nighttime exposure the most strongly implicated.

Entertainment sound is a small slice of that total exposure — but it is the slice a venue controls completely, and the one its license, its insurers, and its neighbors judge it on.

What compliance actually takes, operationally

Read as an operations checklist rather than a policy document, the standard requires a venue to be able to answer four questions on any show night:

  • What is the level right now? A calibrated instrument at a defined measurement position (typically front-of-house), computing LAeq in real time — not a spot check with a handheld meter once an hour.
  • Who is watching it? A designated person with the authority to act — and ideally an alert path that doesn’t depend on someone staring at a screen all night.
  • What are we comparing it against? The 100 dB LAeq,15min ceiling, plus whatever stricter limits the local license, curfew blocks, or property-line conditions impose — real events usually run several limits at once, varying by time of night.
  • Can we prove it afterwards? A logged, timestamped record of the whole event. When a complaint or a licensing question arrives two weeks later, the venue that can produce a continuous measurement record is in a different conversation than the one that can’t.

That last point is the quiet center of the whole standard: monitoring that isn’t logged might protect ears in the moment, but it protects nobody in a dispute.
